To purchase this deed-restricted home, households must meet the eligibility criteria outlined in the Town of Eagle’s Local Employee Residency Program (LERP) Housing Guidelines and the property's recorded deed restriction. These guidelines define qualified household standards (including local employment and residency requirements) and establish the Maximum Sales Price to ensure the home remains affordable over the long term.
Selection is not based on the order applications are received, nor does the ability to pay in cash provide any advantage. If multiple qualified bids are received by the bid deadline, buyers are ranked using the following process:
Priority Tiers: Applicants are categorized based on the Town of Eagle Selection Priority Criteria, which prioritizes Town of Eagle employees, residents, and local workers over general Eagle County applicants.
Additional Weighted Points: Within priority tiers, additional points are awarded for verified years of living and/or working in the Town of Eagle, as well as qualifying local government, emergency service, school district, or nonprofit employment.
Tiebreaker: If two or more applicants remain tied after priority tiers and points are applied, a randomized drawing will be conducted.
The selected buyer will be issued a notice of eligibility and will have seven days to execute the purchase contract.

Contact your lender to secure a prequalification letter for a deed-restricted, price-capped home. Your letter must be current (less than 3 months old) to submit with your bid.

Complete all applicable sections of the LERP application packet.
Select the applicable program on the first page.
Provide applicant contact details, physical and mailing addresses, employer information, and work hours.
If two people are applying together for one home, complete both applicant columns.
Complete the employment-history and residency-history sections in chronological order, listing the most recent entries first.
Complete the Prospective Purchaser Affidavit. Each applicant must sign, print their name, and date the form.

A property tax assessment showing ownership in Eagle County and a current utility bill in your name for that property; or
A current lease in your name for an Eagle County property.

An Income & Expense statement for the past 12 months if self-employed in Eagle County; or
A formal letter from an employer confirming your acceptance of an offer for employment in Eagle County.

Acceptable documentation includes W-2s, a final pay stub showing cumulative hours, or an employer letter confirming start and end dates, average hours, and full- or part-time status signed by a manager, HR, or owner.
Documentation verifying Town of Eagle residency history (if applicable):
Acceptable documentation includes signed leases, property or tax records showing duration of ownership, school transcripts, utility bills (quarterly minimum), insurance policies, or qualifying rent checks paid paired with landlord property ownership records. (Note: PO Boxes are not accepted as proof of residency).
