Owners are subject to the following requirements, which are verified annually to ensure continued compliance:

  • Occupy the home full-time as their principal residence.

  • Work an annual average of at least 30 hours per week for an Eagle County business.

  • Earn at least 75% of their income from Eagle County business activity.

  • Own no other residential property in Eagle County.

The Lottery Entry application is a light-weight, disclosure-heavy, self-certification form - designed to be quick and informative.

Each complete Lottery Entry Form receives one lottery ticket. Applicants may receive up to two additional tickets, for a maximum of three:

  • One ticket for submitting a complete Lottery Entry Form.

  • One additional ticket if the applicant does not own non-deed-restricted (free-market) improved residential real estate within the Town of Vail.

  • One additional ticket if the applicant was a Qualified Applicant in a Town of Vail housing lottery within the previous 24 months and was not selected for purchase.

The lottery drawing will take place on Tuesday, June 30, with results published by the Town of Vail. The drawing determines the order in which applicants may be invited to complete the Qualified Buyer Application. It does not determine eligibility or guarantee the right to purchase.

Be prepared! Top-drawn applicants will be invited to submit a complete Qualified Buyer Application, which will be due five calendar days after the lottery results are posted. If the first drawn applicant is not qualified or prepared, the Town will proceed to the next applicant in drawing order.

The Qualified Buyer Application will require documentation, including:

  • A current mortgage prequalification letter demonstrating the ability to finance the $625,350 maximum resale price.

  • Federal income tax filings from the previous four years and an executed IRS Form 8821 or equivalent.

  • Documentation of current and prior-year Eagle County employment and income. (W2’s or pay stubs)

  • Proof of residency and valid identification.

  • Documentation supporting each additional lottery ticket claimed.

  • Disclosure of all residential real estate ownership interests.

  • Proof of completion of an approved homebuyer education course.

The approved Qualified Buyer must submit a written, binding offer to the seller within three business days after notification by the Town, estimated to be Friday, July 10, 2026.

Submitting false, incomplete, misleading, or unverifiable information will result in immediate disqualification from purchasing the property.
